On the Search Console Page, select your website property, scroll down & navigate to Settings

In the settings page, click on users and permissions. Doing so will bring up a list of everyone with current console access.

Inside the users & permissions page, select add user to bring up the email dialog box
Here you can add a new user. Ensure the email is somebody with a Google account, so they can access Search Console. You'll see three permission levels: Owner, full, and restricted.
Owner: Has full control all web properties. Owners can manage multiple users, customize settings, view all search data, and use all tools. Don't give this role out to many users.
Full User: Has view rights to all search data but doesn't have the ability to managers users or use all tools. Most users should have this permission if they commonly work with your site.
Restricted User: Has simple view rights on most data. This is great for sharing with anyone running an audit on your website
